Substance Abuse Professional (SAP) Services

Who will need the services of a Substance Abuse Professional (SAP):

A person who has a violation under the DOT's Drug and Alcohol Program. For example, fails a pre-employment or random drug or alcohol test, refuses testing, or is in non-compliance of the drug and alcohol regulations, or has violated other provisions of the DOT rules.

Following entities fall under the U.S. DOT Alcohol and Drug Testing Regulations:

The Department of Transportation (DOT) regulations define a Substance Abuse Professional (SAP) as a person who evaluates employees working in safety-sensitive positions who have violated DOT drug and alcohol regulations. (49 C.F.R. Part 40)

Substance Abuse Professionals make recommendations concerning education, treatment, follow-up testing, and aftercare. The work of the SAP is to act as a "gatekeeper" of the Return-to-Duty process. However, to clarify, the SAP is not an advocate for the employee or the employee. The work of the SAP is an important part of the DOT's efforts to help make America's transportation industries the safest in the world.
